Classes for Cigarette and Tobacco Product Retailers

Did you know you can schedule a free onsite CDTFA Tobacco Class for your organization or group?

The California Department of Tax and Fee Administration (CDTFA) offers free classes for retailers who sell or plan to sell cigarettes or tobacco products in California (includes "vaping" products containing nicotine). This class is designed to inform, answer questions, and help retailers understand the state's requirements and their responsibilities as a vendor of tobacco products in California. During the class we will cover topics such as:

  • Who must be licensed
  • Sales of electronic smoking (vaping) devices such as eCigarettes
  • What to expect during a CDTFA inspection
  • What records you must maintain at your business location
  • What violations can result in the seizure of your products
  • Recent changes in law that may affect your sales of tobacco products
  • What rights you have as a taxpayer, and much more…

These classes are offered at local CDTFA Offices throughout the state. Classes are scheduled when a minimum class registration is reached for any one of the CDTFA locations shown below; so don't forget to preregister. Once the class is scheduled, each person preregistered for that location will be contacted with the class date, time and address. A CDTFA certificate of completion is offered to those attending any one of these instructor-led classes.

If you would like to have a free tobacco class conducted solely for your organization, you may contact the CDTFA at 1-916-323-4088 to make arrangements or email your request to mrivera@cdtfa.ca.gov.

International Fuel Tax Agreement (IFTA) Workshops

The Motor Carrier Office holds free workshops to help new IFTA carriers understand their rights and responsibilities as an IFTA licensee.

Staff will provide information on the following:

  • Brief overview of IFTA
  • Preparing for an IFTA audit
  • Proper record keeping and retention
  • Fuel receipts and mileage record keeping
  • Common problems found in record keeping
  • Completing your IFTA Quarterly return (online filing)
  • Electronically paying an invoice
  • Renewing your IFTA license electronically

CDTFA staff will be available to assist you in the filing of your first IFTA tax return. If you would like assistance in filing your return, please bring a jurisdictional summary of your fuel receipts and mileage records to the workshop.

The times and locations of the workshops are listed below. Space is limited. Reservations are accepted on a first come, first served basis. Additional workshops will be added at a future date if needed. Workshops are held every quarter.

Sales Tax Educational Opportunities

Online Tutorial for Sales and Use Tax – As an alternative to attending an instructor led class you can try our tutorial online, which provides the information in a self-paced environment.

Basic Sales and Use Tax Class – This instructor led class assists taxpayers in the following areas:

  • Preparing a sales and use tax return
  • Supporting and reporting exempt sales
  • Using a resale certificate
  • Determining what is taxable and non-taxable labor
  • Maintaining adequate records

Sales and Use Tax Return Preparation Class – This instructor led class assists taxpayers in preparing a sales and use tax return. Participants are encouraged to bring in their own sales and use tax return along with any documentation pertaining to that return period.


Online Filing Clinics – Bring your sales and exemptions totals and file your own Sales & Use Tax return online during these all-day clinics. Extra CDTFA tax professionals will be on hand to lend assistance and answer your questions should you encounter any difficulties. No appointment is necessary for this free walk-in clinic.


New Business Orientation Class – These one hour sessions are designed for new business owners. These informal sessions will give a brief demonstration of our resources and how to file your taxes online. CDTFA staff will be available to answer your sales and use tax questions as it relates to your business or industry.


Recordkeeping Class – What records should you keep, how detailed, and for how long? What needs to be reflected on your receipts? Learn how to verify a seller's permit and use resale certificates for your protection. Determine proper documentation in foreign and interstate commerce, as well as other common exemptions and deductions. You'll discover how good recordkeeping will reduce your fear of audit and improve your business operation.


Small Business Tax Seminar – This half day seminar is held throughout the state and brings together representatives from California's tax agencies. Small business owners can learn about compliance issues and get their questions answered. Topics may include avoiding common sales and use tax problems, employee versus independent contractor, forms of ownership, and better business through better records.


Tax Seminar for Nonprofit and Exempt Organizations – This half day seminar is held throughout the state and brings together representatives from California's tax agencies. Nonprofit operators can learn how to stay compliant with tax laws and focus on their mission to improve the local community. Continuing Education Credit is given for enrolled agents, CPAs, and tax practitioners who qualify. You must stay all day to receive the four credits. Topics may include sales and use tax for nonprofit organizations, employee taxes for nonprofits, property tax exemption, and compliance for exempt organizations.


Taxpayer Educational Consultation Program (TECP) – This free program is designed to provide individualized tax education and assistance to new taxpayers that started a business in the last twelve months and filed at least two sales and use tax returns. You will receive a one-on-one consultation from a trained staff member who will review your business operations and recordkeeping system. Consultations are not audits, however, you will need to provide the staff member with access to your books and records so we can provide you with the best information and help make your business a success. We are also dedicated to informing the community about the function and purpose of the CDTFA. As such, the CDTFA Speakers Bureau provides free access to our subject matter experts.
